QHSE Indicators: KPIs and Safety Dashboards
QHSE indicators (KPIs) measure performance in Quality, Hygiene, Safety, and Environment. They are essential for driving continuous improvement. This article presents the main HSE indicators.
QHSE KPIs (Key Performance Indicators) are key indicators used to steer an organization's performance in Quality, Hygiene, Safety, and Environment. They are indispensable for managing continuous improvement and communicating performance.
Definition of KPIs
A QHSE KPI is a quantifiable indicator tracked over time that helps to objectify a situation, measure deviations, and evaluate the effectiveness of actions. It must be SMART: Specific, Measurable, Achievable, Relevant, Time-bound.
Reactive Indicators (Accidents)
Reactive indicators measure accidents that have already occurred:
- Frequency Rate (FR): Number of lost-time accidents per million hours worked (or × 1000 in the simplified INRS formula:
FR = (Number of lost-time accidents / hours worked) × 1,000,000). - Severity Rate (SR): Number of lost days per million hours worked (
SR = (Lost days / hours worked) × 1,000). - Number of lost-time and non-lost-time accidents (reported).
- Number of occupational diseases.
Proactive Indicators (Prevention)
Proactive indicators anticipate accidents:
- Number of audits performed vs. planned.
- HSE training completion rate (targets vary by organization).
- Number of inspections and safety observations (BBS — Behavior-Based Safety).
- Number of recommendations issued and closed.
- Corrective action closure rate within deadlines.
HSE Dashboard
The monthly HSE dashboard aggregates KPIs in a visual format (charts, trends, traffic lights). It is presented to the health and safety committee (in France, the CSE — Social and Economic Committee, which replaced the CHSCT following the 2017 ordinances that came into effect in 2018; the CSSCT — Health, Safety, and Working Conditions Committee — is a specialized committee of the CSE in some companies) and during management review. In Morocco, the equivalent (health and safety committee or equivalent representative body) must be verified within the applicable regulatory framework.
Benchmarking
Sectoral benchmarking allows for comparing one's own indicators with those of other companies (INRS, OSHA, ILO frameworks). It is useful for positioning and setting ambitious yet realistic objectives.
Link with ISO 45001:2018
The ISO 45001:2018 standard explicitly requires the definition of performance indicators (Chapter 9.1). These indicators feed into the assessment of the OH&S management system's performance and the management review (Chapter 9.3).
